ISPs at 'half speed'

Internet Service Providers (ISPs) are delivering less than half their advertised connection speeds, UK broadband comparison site broadband-expert has claimed.
Research by the site found "significant differences between providers and packages" and customers received, on average, just 48 per cent of the advertised download speed.
"It seems clear that providers are promising speeds far greater than they are capable of delivering with top end packages," said technical director, William Harvey.
The greatest difference between the advertised speed and what consumers received was on the fastest packages – the average speed in the 16 Mb category was 8.6Mb, although users on smaller deals got up to 88 per cent of what ISPs claimed to provide.
Mr Harvey noted there are a number of factors that could affect speed. However, he suggested the differences are down to "much more than the usual excuse of poor line quality or the customers' distance from their local exchange."
BT's new 21 CN network promises connection speeds 'up to' 24 Mbps, although this figure could again be lower on delivery.
