The NHS hopes to reach 150,000 people by making the health information site, NHS Choices, available in 300 UK online centres.
Each region will have a flagship centre and the service will be either free or heavily subsidised.
"For its users, NHS Choices will become their personal health manager," said Beverley Bryant, programme director.
The site will contain information on more than 700 conditions and treatments, directories of local services and lifestyle tips.
Managing director of UK online centres, Helen Milner, explained more than a third of UK adults are not using the internet and are excluded from enormous amounts of public information.
"This is the first time a public website has sought to use the UK online centres network to help it reach a wider, potentially off-line audience," she said.
"I hope we'll be able to establish a model other government departments might adopt in the future."
