An entire generation is being raised online, according to new research.
The Institute for Public Policy Research (ippr) has found many young people spend more than 20 hours a week on social networking sites, three times higher than expected.
"Government needs to improve media literacy programmes for kids and to make sure parents are aware of how they can support young people's positive online experiences," said ippr research fellow and report author, Kay Withers.
The report found that many children remain "constantly connected" and their parents have little knowledge of their activities.
It recommended that Ofcom produce an annual report on initiatives to combat harmful web content, site providers develop cross-industry guidelines and the Department for Children, Schools and Families be given overall control for media literacy.
Ms Withers also noted that internet companies could "take more responsibility for the content on their sites and promote acceptable behaviour".
The culture, media and sport select committee is currently conducting an inquiry into the potential risks from harmful material on the internet and in video games.
