French president Nicholas Sarkozy has proposed web taxes and a duty on mobile phones.

By collecting revenue from the two, he hopes to fund the countries two television channels without the need for them to use advertising.

"I want the remit of public television to be reviewed in depth, and for us to consider a complete end to advertising on public channels," Mr Sarkozy told a new year press conference, the European Journalism centre has reported.

The end of advertising on public channels will revitalise the advertising market and has already seen television channel shares rise.

Users of the internet have been assured the cost will be minimal. However, it will come as little consolation to those who reject the commercialisation of the web.

Internet-based applications are helping developing countries avoid large costs, which are associated with buying the latest software packages.
