The internet security industry is always struggling to keep pace with online criminals, according to an industry figure.
Michael Phillips, product director of Broadband Choices, said the government should take the initiative and inform the public how to protect themselves from internet threats.
"Generally the industry is two or three months behind even finding out what the latest ideas are from the criminals on the net," he cautioned.
It then takes another six to 12 months to educate the public, he said a delay that could put internet users in a vulnerable position.
Mr Phillips urged customers to take precautions such as protecting their wireless connections, using a firewall and installing security software.
He warned: "Criminals are always going to be more innovative and it is impossible to second guess what they are going to think of next."
Research published in November by security firm Sophos revealed more than half of people have used wireless internet access without paying.
