Europe 'digitally divided'

Europe is still experiencing a 'digital divide' according to a European
Commission report.

The continent has enjoyed a huge increase in broadband access but a lack
of competition and regulatory weakness are hindering progress in some
countries.

EU telecoms commissioner, Viviane Reding, said: "Broadband growth
remains strong with the top EU countries now world leaders in broadband
penetration."

Europe has an average of 18.2 per cent subscribers per population and
over 90 million broadband lines. Denmark has the highest level of access
with 37.2 per cent and Bulgaria the lowest with 5.7 per cent.

Aware of the difference in access she said: "It is unacceptable that the
gap between the strongest and weakest performers in Europe is growing."

The commission reported that 20 million broadband lines were added since
July 2006.

However, poor infrastructure and the failure to implement existing plans
